Honestly, they are always spending money. I think the cap effects stop at the DC border. To be honest, I think all monetary common sense stops at the DC border.

also somewhere i read tampa bay willbe something like $60 million under the cap.that could bring in a lot of help for a team.
i think the boys will be about $20 million after making some cuts to say money...
